His Holiness Great Leader of the Revolution and Founder of the Islamic Republic of Iran- May his sublime presence endure,
May I beg to bring to His Eminence's attention that we, the members of the board investigating the situation of prisoners have been conducting inspection of the status of prisoners of the country at the behest of the Great Leader. Thanks to the favors of God Almighty and attention of the Imam of the Age (Imam Mahdi). We have achieved noticeable accomplishments, which we hope will be accepted by Your Eminence. During this span of time, occasionally we felt that immediate decision should be taken with regard to the convicts grouped as follows:
1) Amnesty of convicts affected by incurable or contagious diseases, 2) Amnesty of prisoners whose prison term is about to end, 3) Amnesty of convicts in exile or changing their exile locality, 4) Amnesty of convicts whose sustain of punishment is not advisable. If the great leader of revolution deems it advisable permit us to adopt decision on the above cases considering the different aspects of the case.
